Although Mexico is the second-largest information and communication technology (ICT) market in Latin America, average penetration rates are among the lowest in the OECD. In 2009 mobile telephony and broadband services penetration rates in Mexico were 78% and 8.8%, respectively, compared with 103% and 23.1%, respectively, in the OECD. In particular, Mexico has among the lowest broadband penetration in the OECD.
Prices of mobile and broadband services have dropped significantly, but they continue to remain high by international comparison and to limit a more aggressive telephony uptake, especially in rural areas where the poorest segment of the population is concentrated. In 2009 the prices of mobile and broadband services were 26% and 31%, respectively, higher than the average OECD price.
Headline broadband costs compare better against the OECD countries, but in terms of the price per advertised speed, they remain expensive. In spite of still-high tariffs, a major factor in maintaining demand has been the introduction of low-cost alternatives, such as SMS and pre-paid services.
