Report published by ARCEP regarding its mission done in the United States

PARIS--(BUSINESS WIRE)-- The mission led in the United States by the French Telecommunications Regulatory Authority (ARCEP) aimed at assessing the evolution of the regulation of electronic communications in the United States, specifically following the adoption of a series of measure by the federal government for supporting the deployment of broadband telecommunication networks.

This mission was led in September 2009 by Daniel-Georges Courtois and Denis Rapone, members of the Executive Board of ARCEP. The visit afforded an opportunity to meet senior officials of the Federal Communications Commission (FCC) and other public institutions, as well as representatives of the private sector, to exchange views on the challenges and procedures in regulating electronic communications.

The report mission gives an updated panorama of the American broadband market by :

  • presenting the founding principles of American regulation and their effects, and the consolidation of operators ;
  • presenting competition in the broadband market in the United States, which is weaker that in Europe ;
  • analysing the economic recovery through the strategic national broadband plan 2010-2020 (ultra high speed, mobile networks, universal access, public services);
  • identifying local government initiatives for broadband ;
