Market highlights:

Despite pay-DTTV services being a contentious issue in Spain, Government approval for it in 2009 has helped broadcasters struggling to secure revenue in the face of competition from other platforms. Mediapro has successfully commercialise the first pay TV channel, Gol TV, since joined by AXN Spain as the country's second pay-DTTV channel. Pay-HDTV over DTT has also been supported by the provision that new large TV sets must incorporate an HD tuner.

Frequencies freed up by the digital dividend in the 800MHz band will be auctioned in 2015. The move places Spain in the forefront of these spectrum developments in Europe. Spectrum in the 2.6GHz band will also be offered in line with other European countries, while the government is committed to allowing the refarming of the 900MHz band in line with European regulations. Auctions expected at the end of 2011 and in 2015 will help alleviate poor broadband connectivity in rural areas.

LTE networks remain in a developmental stage in Spain, though by 2013 MNOs are expected to have commercially deployed the technologies in major cities. Telefnica's LTE trials reached data downloads of more than 140Mb/s.

Growth in the fixed-line broadband market continues steadily, at about 8% in 2010 and an expected 7% in 2011. Movistar's share of the market has fallen in the wake of competition via LLU, though market share from cable services have been stagnant for several years despite higher capacity available based on the EuroDOCSIS 3.0 standard.

In the fibre market, the regulator has encouraged facilities-based competition on FttH networks, though the EC had to step in to ensure that Telefnica had to provide wholesale access to both its VDSL and fibre platforms providing data rates above 30Mb/s. The regulator suggested that up to 46% of the country's households could have FttH by 2023, most likely from a GPON-based access network. Most accesses in the main cities would be provided by Movistar and three alternative operators, while most smaller towns would be served by Movistar and at least one alternative operator. No significant alternative operator presence is expected in regions with fewer than 5,000 people.
