Verizon finally revealed the pricing for its new 300 Mbps FiOS speed tier and the increase of its existing speed tiers with its new Quantum Fiber to the Premises (FTTP) brand.
Under the new regime, Verizon doubled the download and upload speeds of its existing FiOS Internet speed tiers: 25/25 will increase to 50/25; 35/35 will climb to 75/35, and 50/20 will jump to 150/65. A new speed tier, 300/65, doubles the current 150/35 top tier. Meanwhile, it is leaving its existing introductory 15/5 Mbps tier as is.
"We're moving the 150 Mbps that was offered on a standalone basis to our bundle," Arturo Piccici, director of product management for Verizon. "When you go to our Best bundle you can get 150 Mbps for $20 more." It's unlikely that they'll see a mass adoption right away for the 300 Mbps tier. But the telco is adamant that the new tiers are all about building a foundation for future needs that users may have as they consume data and add more devices. The likely adopter could be the subscriber who likes to play a lot of online real-time gaming and has a family that uses multiple devices to access streaming video and other online content simultaneously.
For all of the excitement that's being created for these new offerings, they're not going to appeal to everyone. The Communications Workers of America (CWA), one of Verizon's (NYSE: VZ) wireline division's main labor unions, has asked its board of directors to assist them in resolving the ongoing contract dispute.
Joined by the International Brotherhood of Electrical Workers (IBEW), the CWA wants key Verizon board members, particularly Darden Restaurants CEO Clarence Otis and Banco Popular CEO Richard Carrión, to influence the telco to craft what it says is a "fair contract" for its workers.
In addition to the IBEW, the CWA members were joined by other labor-related groups including Jobs with Justice, Restaurant Opportunities Center (ROC), AFL-CIO and the Change to Win coalition.
"Mr. Otis and Mr. Carrión are each paid $230,000 per year to direct Verizon's business," said CWA Communications Director Candice Johnson in a release about the rally. "It's time for them to step up and make Verizon management recognize the contributions of front line workers who have helped the company become so successful. Leaving the workers' contracts unresolved undermines the workforce, hurts employee morale and creates unnecessary uncertainty for the company."
This rally is the latest move by the CWA in an ongoing dispute with the telco over a new contract. Last August, 45,000 of Verizon's union wireline workers went on strike after the two sides failed to reach an agreement for a new labor contract.
After the union workers returned to work later that month, the union and management have not been able to come to terms of various issues, including sick time and pension.

The FCC's proposed changing in regulations for pricing of dedicated lines is a "welcome first step" in addressing the issue of price deregulation, says a special interest group, but it won't change the way major telcos have been doing business in currently deregulated markets.
The NoChokePoints coalition, a group that wants the FCC to change current special access pricing rules, is asking the FCC to scrap rules established in 1999 that allow large incumbent carriers like Verizon (NYSE: VZ) and AT&T (NYSE: T) to seek price deregulation of special access services—dedicated lines used by businesses for activities like credit card processing, cash machines, broadband and other telecom services including wireless backhaul.
Members of NoChokePoints include tw telecom (Nasdaq: TWTC), Clearwire, BT (NYSE: BT), CBeyond, Sprint (NYSE: S), and XO Communications, among others. twtelecom is especially interested in the FCC's currently-circulating order, according to a report by PC World, because it competes directly with AT&T and Verizon in the special-access market—although those two ILECs control about 80 percent of the segment.
The NoChokePoints coalition isn't the only group paying attention to the FCC's proposed order. Critics of special access reregulation accuse the commission of "micromanaging" a space that ran just fine without the FCC's interference for more than a decade.
Special access lines are legacy services ranging from 56k dial-up to Ethernet, and they are often perceived as the original "middle mile" of wireline. These lines, critics argue, are being replaced anyway by faster Ethernet loops, fiber optic and cable networks, making the need for new regulations unnecessary.
An AT&T spokesperson also questioned the need for new regulation, saying that the carrier doesn't want to spend millions of dollars in litigation over pricing in various markets.

New York City is looking to capitalize on the broadband growth within its technology sectors by encouraging further buildout of fiber and improving connectivity for both businesses and private citizens through a series of new initiatives.

Mayor Michael Bloomberg and City Council Speaker Christine Quinn on Friday announced the initiatives, developed in partnership with NYCEDC (New York City Economic Development Corporation) and the Dept. of Information Technology and Communications. The programs will encourage broadband growth by streamlining permitting processes, debuting a competition for fiber wiring of commercial and industrial buildings, and a crowd-sourced digital map of wired buildings throughout the city, among other initiatives, according to the NYCEDC blog.
The city's broadband initiatives were outlined in the blog on Friday. ConnectNYC is a competition to build out fiber into commercial and industrial buildings throughout five boroughs, as well as a program to help small to medium sized businesses apply for free "fast-track" wiring. Time Warner Cable (NYSE: TWC) may partner with NYC to help roll out high-speed Internet. WiredNYC, by contrast, will evaluate and certify broadband infrastructure within city buildings to "create transparency about broadband infrastructure in the commercial real estate market" and create a selling point for real estate agents and landlords.
Crowdsourcing and mobile apps will play a role on the consumer side. The NYC Broadband Connect Map will be a crowdsourced website where broadband connectivity and capabilities in each neighborhood will be visible. Another community group, CitizenConnect, encourages mobile app developers to come up with connectivity-focused applications to help residents access broadband to find job opportunities and assistance.
Additionally, the city will attempt to streamline operational issues for ISPs through the Broadband Express program. According to NYCEDC, the city will "commit to processing all standard broadband-related street operations permits within two business days, on average" as well as designate a point person for the program and an accountability system.

Seaborn Networks, a service provider building a submarine cable linking the U.S. to Sao Paulo, Brazil, has closed its second round of funding.
While it did not reveal the amount of funding it received, Seaborn said the funding will enable it to expand its sales and marketing efforts, add new employees and apply for landing licenses in the U.S. and Brazil for the Seabras-1 cable, in addition to taking on other project development steps.
Besides the new funding, the service provider appointed Jefferies & Company as its financial advisor for project financing for its Seabras-1 cable system.
Set to be completed in 2014, Seaborn said that Seabras-1 is a 32 Tbps submarine cable that will provide what it says the first direct route between Sao Paulo and the United States.
Already, Seabras-1 has attracted both Tata Communications and Sidera Networks to rent capacity on the system. The system could also be an attractive route for other international and U.S.-based traditional service providers, broadcasters and content providers that are going to be delivering content during the upcoming 2014 FIFA World Cup.
While the success of the new cable is far from certain, a recent TeleGeography report revealed that builds like Seabras-1 could potentially drive down service prices in Latin America, a market traditionally known for high priced bandwidth connections due to a lack of competition.

CENX, one of the early Ethernet exchange providers, has added $9.5 million to its coffers with a new investment led by both Verizon Investments (NYSE: VZ) and Mesirow Financial Private Equity.
In addition to Verizon and Mesirow, current CENX investors DCM, Highland Capital Partners, and Wasatch participated in the latest round.
The Ethernet exchange provider will use the funding to support its growing customer base of Tier 1 wireless and wireline service provider customers via "increased system, engineering and support resources."
"We have been working with Verizon on the wholesale side, and we have become involved in additional projects that have not been announced yet," said Nan Chen, President and founder of CENX, in an interview with FierceTelecom.
Besides physical interconnection, the main challenge for service providers in purchasing off-net Ethernet access to serve their multi-site business customers comes lies in the back office. To address these issues, CENX provides two essential elements to its exchange participants: one is the physical connectivity points and the other is the OSS integration associated with that.
"In the end we have seen our software part of that play a bigger role," Chen said. "The interconnect part is not that difficult, but the software part is challenging because when service providers migrate from TDM interconnect into an Ethernet interconnect one of the largest challenges is the operational challenge or how the systems of different OSSs can integrate with different carriers."
The Ethernet exchange will serve two primary applications: the migration to Ethernet-based mobile backhaul and purchasing off-net Ethernet circuits for large customers that have presence outside of a service provider's traditional network territory.
With off-net access, Chen said that its ongoing focus on software-based systems will help service providers, all of which have their own OSS systems in place, deliver a consistent customer experience.
"When people talk about interconnect, people always thought of the physical plug in," Chen said. "In this particular situation, we are really talking not only about the interconnection from the systems perspective, but also for helping the order, design, configuring, provisioning, turn up, testing, and ongoing monitoring processes of the Ethernet circuit."
Verizon and CENX are hardly strangers. Last year, the telco established an agreement to be part of the company's Ethernet exchange as a way to expand its Ethernet presence in both Los Angeles and Washington, D.C.
