Is BT tightening 21CN project spending?

Analyst Simon Leopold of Morgan Keegan said that BT may be slowing spending on its 21st Century Network project, which would affect vendors such as Ericsson, Ciena Corp and Adva Optical. Keegan told Telephony that the perceived (BT hasn't commented yet) slower spending could have something to do with Adva's recently lowered revenue expectations.

BT has been ultra-aggressive the last few years in pursuing the 21CN project, but the company also has been undergoing a corporate restructuring, a review of the 21CN project, and has seen a couple of key executives depart.
