FCC opens USF reforms to comment

As expected, the Federal Communications Commission yesterday proposed three separate concepts for Universal Service Fund changes, and opened all three to public comment. One idea include the recommendation from the FCC's joint federal-state advisory board to overhaul the program into three separate funds for basic phone service, wireless and broadband.

The other proposals on the table include cost-based USF distribution for rural wireless carriers, and a reverse auction funding distribution system.
