Mexico's Cofetel leader Hector Osuna won't seek another term

Hector Osuna, the head of Mexico's telecom regulator Cofetel, won't be returning after his term ends this month.

After Osuna leaves Cofetel, a regulator that has been unsuccessful in helping to upgrade Mexico's telecom industry and quell the influence of Carlos Slim's Telmex (TELMEXL.MX) and America Movil, to focus on political opportunities in Northern Mexico.

Despite Slim's successful merger of his wireless and wireline assets--one that will likely ensure his ongoing dominance in the Mexican telecom market--Mexico this year did gain a competitive win when a consortium led by Televisa won a 20-year $69.3 million lease for a fiber optic network from state-run utility Comision Federal de Electricidad. On the wireless side, Cofetel is also conducting an auction of wireless spectrum that has attracted the likes of America Movil (NYSE: AMX), Spain's Telefonica (NYSE: TEF) and Nextel Mexico to the bidding table.
