Telefonica accused of holding up naked DSL deployments

Telefonica has come under fire from Spanish telecom regulator CMT for not provisioning naked ADSL (dry loop) wholesale services to competitors in a timely manner. After setting a mandate that Telefonica start providing naked ADSL services in March 2008, CMT gave Telefonica four additional months to make the service available to competitive service providers.

CMT's action was prompted by Vodafone who filed a number of complaints with the regulator. Upon completing its investigation into Vodafone's claims, CMT found that Telefonica was "directly responsible for committing a very serious infringement" in provisioning wholesale naked DSL services to competitive providers. CMT concluded that Telefonica delayed the roll out of its naked DSL service, thus inhibiting competitive providers to compete with the incumbent carrier.
