tw telecom promotes Tina Davis, Mike Rouleau to regulatory posts

tw telecom (Nasdaq: TWTC) is adding new regulatory duties to two of its top executives, Mike Rouleau and Tina Davis, to accommodate the upcoming retirement of Paul Jones, EVP of General Counsel and Regulatory Policy.

Jones' functions will be split between Senior VP and Deputy General Counsel Tina Davis and Senior VP of Business Development Mike Rouleau.

Davis has been promoted to the position of Senior Vice President and General Counsel, while Rouleau will add regulatory policy to his title.  

"Paul is a tremendous asset to tw telecom and the entire telecommunications industry," Larissa Herda, tw telecom chairman, CEO, and president, in a release. "He is a voice of reason in a very competitive industry."  

tw telecom has become one of the anomalies in the CLEC business, reporting revenue quarter every quarter from the sales of Ethernet and VPN. In Q1 2013, Ethernet and VPN product sales in Q1 2013 drove up data and Internet services revenue 14.3 percent, or $25 million year-over-year, to $202 million.

Still, the CLEC needs to have the right regulatory expertise in place to help navigate the regulatory challenges it faces in working with local ILECs like AT&T (NYSE: T) to negotiate rates on special access last mile circuits to deliver services to its business customers.
