Why it's so cutting-edge: Chibardun is a rural telco serving parts of the upper Midwest, and it's among the first rural carriers to invest in WiMAX, operating a WiMAX-like network at 700 MHz. It plans to bid on more spectrum at the 700 MHz auction in January, and no, it won’t be bidding on the same spectrum chunks as Google. The company’s true cutting-edge move may be a philosophical one, as it considers itself access network-agnostic, and is only interested in providing customers with quality VoIP and other services, regardless of whether it does so over wireline or wireless facilities.

But can it keep that edge? Building, operating and maintaining WiMAX networks should only get cheaper and easier, but there aren’t many companies providing voice over WiMAX, so quality must be an ongoing challenge. It also continues to be unclear to what extent consolidation will affect the smallest rural carriers. In addition, Chibardun will have to be wary of new competition from larger telcos and wireless operations looking for new markets or following ex-urbanites out to newer, remote communities.
