France Telecom, which has been an outspoken opponent of a plan to create a pan-European telecom regulatory authority, also is facing the prospect of increasing involvement in its affairs from it home market regulator. Arcep said France Telecom's recently-filed plan to provide equal access to its wholesale network doesn't go far enough, and wants the government to give it the power to ensure competitors get full access to the ILEC's fiber broadband network.
